As the East Region Large Market Leader in Aon’s Health & Benefits practice, Kevin is responsible for driving strategy, growth and retention for large market employers in the region.  In this role he will work closely with our offices in the East to build intellectual capital, healthcare innovation capabilities and comprehensive forward-thinking strategies for Aon’s large market clients.  Additionally, Kevin will serve as a Senior Level Strategist for key accounts in the region to develop advanced benefits strategies targeting trend mitigation, digital navigation, technology and engagement to assist employers with adjusting to the evolving benefits landscape.


Prior to joining Aon, Kevin served as the East Market Exchange Solutions Leader at a large Consulting firm.  He has over 19 years of experience in Employee Benefits, including Consulting, Underwriting, Engagement and Account Management.


Kevin is a recognized leader in developing innovative benefit strategies for both mid-size and large employers. He has also been a driving force in the evolution of private exchanges and digital engagement and has been a keynote speaker at numerous industry seminars and conferences.  Topics for his speaking engagements include Health Care Reform, Employee Benefits Trends, Technology and Consumerism.

Todor is a senior vice president and actuarial innovation leader at Aon Health. His work focuses on building and piloting market leading solutions and external partnerships in the health space, with a focus on financial, risk management, and analytics capabilities and emerging vendors.


Todor joined Aon in 2005 and has served as lead actuary for multiple Fortune 500 employers and key accounts. He is the principal architect of core actuarial models and solutions used across the firm, including plan design valuation, underwriting, affordable care act modeling, strategy, benchmarking, forecasting, financial reporting, and stochastic modeling frameworks. In 2012, Todor relocated to Singapore to become one of the founders of the Aon Singapore Innovation Center where he served as the health actuarial team leader, designing solutions such as the Actuarial Value Engine, Aon Bench, and many cutting‑edge analytics and models serving Aon clients worldwide. Todor currently serves as the actuarial innovation leader for the practice.


Todor’s expertise includes building and piloting market leading solutions and external partnerships in the health space, with a focus on financial, risk management and analytics capabilities.

Phil is a Vice President within our Pharmacy practice. In this role he is responsible for helping self-funded employers, health systems, labor funds, and public-sector accounts manage their pharmacy benefit programs. He also provides support across the organization for product development, new business opportunities, and staff development.


Phil has been helping clients bring better value to their pharmacy and health benefit programs for over 25 years. Prior to joining Aon, Phil’s roles include over 12 years at PCS (now Caremark), and Medco (now Express Scripts) as well as consulting projects with national PBMs and health plans. He led the pharmacy program at Definity Health (now part of United Health) integrating multiple PBM platforms with medical and financial information to support the nation’s first integrated consumer-driven health care benefits.


Phil is a career-long member of the Academy of Managed Care Pharmacists and has presented at their national meetings multiple times and served as a member of the Health Information and Technology Advisory Committee.

Grant Gordon is one of Artemis Health’s founders, and he draws on deep experience in design, user research, software engineering, and data analysis. Prior to Artemis, he also co-founded EnticeLabs, an online advertising optimization company, and RationalIUX, a software user experience design firm. He is passionate about empowering employers to fix healthcare through data access and analytics. Artemis Health offers the tools employers, consultants, and brokers need to find insights and take action with their benefits data.
